Tanzania PVOC / COC Certification Service

In accordance with the regulations of the Tanzania Bureau of Standards (TBS), all goods listed in the regulated product catalogue must be accompanied by an official Certificate of Conformity (COC) issued by an authorized inspection body. The COC certificate proves that imported products comply with Tanzania’s local technical regulations and mandatory standards and is compulsory for customs clearance. Without a valid COC, consignments will face a penalty of 15% of the CIF value and clearance delays.

All shipments exported to Tanzania must complete COC application before shipment. Cargo arriving at the destination port after December 30, 2011 is strictly required to provide a COC certificate for smooth customs clearance.

Latest Tanzania COC Policy

Effective from February 1, 2012, Tanzania fully implemented the mandatory pre‑shipment conformity assessment program (COC). All regulated products must obtain a COC certificate before loading. No retroactive application is allowed once goods have departed. Applicants shall submit test reports and technical documents for preliminary review. After document approval, pre‑shipment inspection will be arranged to issue the official COC certificate.

Tanzania PVOC / COC Application Process

01 Route A – Full Testing & Inspection

Applicable to all manufacturers and traders. Products need complete laboratory testing and on-site shipment inspection to verify compliance with Tanzania TS standards, IEC / ISO / EN regulations. Procedures: 1. Submit RFC application form; 2. Document review by PVOC office; 3. On-site inspection and batch sampling test; 4. Issue official COC certificate. This is the most widely used route.
02 Route B – Product Registration & Inspection

A fast-track scheme for suppliers with stable product quality and frequent export volumes. After permanent product registration, only routine inspection and random sampling are required for each shipment, which shortens the certification cycle and reduces repeated testing costs.
03 Route C – Factory Quality System Registration

Only available for manufacturers with certified quality management systems. This route focuses on production process review and product approval. General application steps: submit invoice, packing list, test report and PVOC form; complete document review; arrange inspection and issue COC.
