With the launch of the Saudi Product Safety Program (SALEEM), SASO has launched an electronic platform named SABER for conformity assessment. SASO requires manufacturers to apply for product certificates and shipment certificates via the SABER system for products covered by technical regulations, as well as self-declaration documents for general goods, to meet Saudi import control requirements.

What is SABER Certification

SABER is a mandatory conformity assessment scheme for overseas manufacturers exporting goods to Saudi Arabia. All Chinese exporters need to complete relevant registration and certification through the SABER system.

SALEEM and SABER are upgraded programs replacing the traditional SASO certification. SALEEM applies to local Saudi enterprises, while SABER is mainly for overseas exporters.
Key Changes of SABER Certification

SABER is a new conformity assessment project for regulated products and batch shipments entering Saudi Arabia.

The SALEEM framework adopts the unified online SABER system for centralized management.

Relationship Between SALEEM, SABER and SASO

SALEEM and SABER are upgraded and updated versions based on the original SASO scheme and will fully replace traditional SASO certification.

The SALEEM conformity system integrates regulations, technical specifications and safety control measures to ensure the safety of local and imported products.

SABER is an official online platform launched by SASO for product registration and CoC certification. Authorized bodies conduct compliance verification according to product risk levels.
Certification Process
Register a company account on the SABER system. The whole process includes three core steps with the required documents as follows:
1. Submit product list for system registration
2. Apply for product certification (CB report acceptable, valid for 1 year per model)
3. Apply for pre-shipment batch certification
