With the widespread application of CU-TR Customs Union Technical Regulations, more products fall into the CU-TR scope. Since January 1, 2014, Rostekhnadzor has stopped issuing RTN certificates. For hazardous equipment, only exemption letters and expert safety assessment reports are required.
The Russian RTN permit (Rostekhnadzor License) is a mandatory safety certificate for equipment used in hazardous industrial environments, granting operational qualification for technical facilities in high-risk sites.
Issued jointly by Gostekhnadzor and Gosstandart, the RTN certificate complies with regulations on hazardous industrial equipment. It is required for facilities with industrial disaster risks, flammable/explosive hazards, or potential threats to public and ecological safety.
The RTN permit can be applied for by manufacturers, end-users or distributors.
Valid for 5 years for use across Russia.
Equipment Requiring RTN Hazardous Equipment Permit
1. Lifting equipment: cranes, elevators, hoists, construction lifts and disability access lifting devices;
2. Mining & processing equipment: ventilation, dust suppression, shaft lifting, drilling and mine transportation facilities;
3. Gas supply systems and plastic pipeline welding equipment;
4. Pressure equipment above 0.07 MPa, high-temperature boilers over 115℃, heat exchangers and high-pressure facilities above 4 MPa;
5. Zone 1 & 2 explosion-proof electrical equipment and mining electrical devices;
6. Equipment for welding, NDT, surfacing, heat treatment in industrial production and maintenance;
7. Pumps, vacuum pumps, oil pumps and gas compressors.
Tip:
GOST certification is a prerequisite for RTN approval, and the two can be processed simultaneously. The procedure includes product testing and expert verification of technical parameters.
