The EU REACH Regulation (Regulation EC No.1907/2006) concerning the registration, evaluation, authorization and restriction of chemicals entered into force on June 1, 2007. It categorizes products into substances, mixtures and articles, affecting nearly all goods placed on the EU market.
Article 67(1) of the EU REACH Regulation stipulates that substances, mixtures or articles containing restricted substances listed in Annex XVII shall not be placed on the market if they fail to meet restriction limits. This requirement forbids manufacturers and importers from selling non-compliant products within the EU, acting as a critical safeguard for environmental protection and public health. Enterprises must ensure their products are free from prohibited substances. Therefore, compliance work should cover both SVHC high‑concern substances and restricted substances under Annex XVII.
