The full name of Russian vehicle type certification is Одобрение типа транспортного средства, referred to as OTTC or OTTS. It is a mandatory certification for motor vehicles in Russia and a customs market access document.

OTTC means Vehicle Type Approval in Chinese. It establishes Russian standard requirements for vehicle engines, auxiliary components, safety, quality and environmental protection. For Chinese vehicles, only 1-year valid OTTC certificates are issued, with no 3-year options available.

Mandatory vehicle certification has been implemented in Russia since 1992 and was once included in national standards. The certification system for machinery, vehicles and trailers was formally launched in 1998. Vehicles and their parts can obtain type approval certificates based on test results. Mandatory certification or declaration of conformity is required for all vehicles manufactured in or imported into Russia for more than six months, as well as related components and spare parts.

Required Documents for OTTC Application

1. Cover letter and letter of guarantee;

2. Application form and product safety declaration;

3. Quality management system certificate or production condition statement ensuring vehicle performance, safety and environmental compliance;

4. International Manufacturer Code (WMI) and product classification code;

5. Technical specifications and user manuals;

6. Enterprise registration certificate and applicant address information;

7. Small-batch factory test reports or certification test documents;

8. ISO management system certificate.

(For vehicles equipped with hydraulic or lifting devices, an additional RTN installation permit is required besides the OTTC certificate.)

OTTC Certification Procedures

1. Submit OTTC and E-Mark certificates of the chassis;

2. Submit agreements between the applicant and local Russian company;

3. Confirm certification cost quotation;

4. Determine the quantity of certificates, affected by product type, chassis brand, axle number and emission standards;

5. Submit application forms to initiate the process;

6. Arrange test items by authorized experts;

7. Conduct factory audit;

8. Confirm domestic test laboratory and complete witness testing;

9. Submit complete certification documents for review;

10. Issue official certificate upon document approval.
