Noise Directive 2000/14/EC

It is an EU regulation formulated to control noise pollution generated by outdoor equipment, officially titled Noise emission in the environment by equipment for outdoors.

Scope of Application

The 57 categories of products specified in Chapter 12 and Chapter 13 of Directive 2000/14/EC must fully comply with the noise directive before being placed on the EU market for sale and use. Among them, 35 product categories in Chapter 13 only need to be tested in accordance with European standards and affixed with noise marking without fixed noise limit values; the 22 product categories listed in Chapter 12 have statutory noise emission limits and require noise certificates issued by EU notified bodies.

This directive mainly applies to equipment used in open areas such as construction sites, parks and gardens, including portable chainsaws, breakers, conveyors, concrete mixers, solvents equipment, compressors, bulldozers, drilling rigs, dump trucks, pump stations, lawn trimmers, crushers, pavers and other outdoor machinery.

Excluded Equipment

  • 01

    Equipment for police or military use

  • 02

    Non-mechanical equipment placed and operated independently on the market (excluding manual hammers and picks)

  • 03

    All transport vehicles specially designed for the carriage of passengers and goods by air, land or water

Obligations for Manufacturers

The regulation requires manufacturers to:

- Ensure product design and manufacture comply with EU legislation
- Conduct conformity assessment for each product type
- Retain technical documentation and EU Declaration of Conformity for 10 years
- Prepare easy-to-understand operation and safety instructions
- Mark manufacturer information including official name and postal address on packaging and attached documents
- Perform periodic sampling testing of equipment and keep records of non-conformities and product recalls
- Notify relevant competent authorities immediately once non-conformities or risks are identified

Importers and distributors shall also comply with EU regulatory requirements for such products.
