Kuwait TIR Certification Service

Exports to Kuwait are regulated under the Kuwait Conformity Assessment Scheme (KUCAS). Implemented by Kuwait’s Public Authority for Industry (PAI), this mandatory certification and inspection program ensures imported goods comply with local quality and safety standards. All regulated products shipped to Kuwait must obtain a TER (Technical Evaluation Report) and pass mandatory inspection to issue a TIR (Technical Inspection Report), which is the mandatory customs clearance document for market entry. The KUCAS procedure consists of two core stages as below.

TER (Prerequisite for TIR Application)

Submit valid CE or CB test reports for review. The TER validity depends on the test report: 2 years for CE reports and 3 years for CB reports. If documents are qualified, we will issue a draft certificate and quotation within 3 working days. The official TER certificate will be issued after draft confirmation and payment verification.

TIR (Customs Clearance Certificate)

Apply for inspection with the issued TER certificate, proforma invoice and inspection application form. After document review, a payment notice will be issued. On completion of payment, on-site inspection will be arranged. The official TIR clearance certificate will be issued once the inspection is passed. Note: The below fees exclude product testing fees, 6% VAT and remote area inspection surcharges.
