Ukraine GOST-U Certification CIS National Certification

In accordance with Ukrainian regulations, commodities of Category 1 to 24 in the international trade catalogue must provide quality certificates issued by Ukrainian inspection authorities and certified foreign quality documents when entering Ukrainian customs territory.


The competent authority for import commodity inspection is the Ukrainian State Committee for Standardization, Metrology and Certification. It together with 25 regional certification centers nationwide undertakes inspection and certification of imported goods.

Inspection Procedures for Imported Goods in Ukraine

1. Mandatory certified goods: Over 100 types of imported products require compulsory certification for customs clearance and domestic sales, including program-controlled switches, pharmaceuticals, toys, agricultural products, food and food raw materials. Goods such as gifts, exhibition items, humanitarian aid, incoming materials, bonded goods and re-exported goods are exempted;

2. Non-mandatory certified goods: Import and sales are permitted by presenting the exporter’s inspection certificate and passing random sampling tests, covering light industrial products, partial raw materials and general foodstuffs. Technical equipment requires separate certification;

3. Mutually exempted goods: Under bilateral cooperation agreements, goods certified by partner countries can be exempted from re-certification. In April 1997, China and Ukraine signed a cooperation agreement on conformity assessment. After mutual recognition of laboratory lists, qualified Chinese export products in the list enjoy certification exemption.

Product Scope of Ukraine GOST-U Certification

Ukrainian certification covers most products sold and used locally:

• Consumer goods: food, textiles, cosmetics, toys;

• Mechanical and electrical products;

• Industrial equipment for food, chemical, oil, gas and construction industries;

• Telecommunication products;

• Transportation vehicles;

• Other industrial products. Compared with GOST-R, Ukraine certification has a wider coverage and longer valid period. For example, telecommunication products are included in GOST-U, while they belong to special approval in Russia. The maximum validity of Ukraine certification is 5 years, longer than the 3-year limit of Russian certification.

Types of Ukraine GOST-U Certification

1. Single-batch certification: valid for 1 year, only for one-time shipment of specified products;

2. Series certification: valid for 1 to 5 years, determined by product attributes and certification scheme;

3. 1-year certificate: sample testing required; factory audit is exempted for most products except food and telecommunication equipment;

4. 2–3-year certificate: sample testing and production line quality assessment required;

5. 5-year certificate: quality management system assessment and sample testing are both mandatory.
