Russian Telecommunication Certification. Russia introduced a mandatory certification system for telecommunication equipment in 1992, aiming to restrict low-quality and incompatible imported devices and ensure the interconnection of facilities within the national telecommunication network.

In accordance with the new Russian Telecommunications Law, all devices connected to public communication networks (including wireless networks) must comply with national telecommunication specifications and EMC requirements. Authorized certification centers under the Ministry of Digital Development, Communications and Mass Media are responsible for equipment testing. Two conformity assessment systems are implemented: mandatory Telecommunication Certification and voluntary Telecom Declaration.

The mandatory system consists of two frameworks: the Elektrosvyaz scheme focusing on product function and compatibility, and the GOST R scheme emphasizing equipment safety and consumer protection. Wireless products additionally require the GKRCh radio frequency license.

Telecommunication certification tests are conducted by independent private laboratories authorized by the Ministry of Communications, with around 40 qualified institutions nationwide. Test data from overseas labs will be recognized based on bilateral certification agreements.


Telecommunication Certification & Declaration

Equipment providing the following functions shall apply for mandatory certification:

1. Switching and routing equipment;

2. Digital transmission systems;

3. Billing service devices;

4. Control and monitoring systems;

5. Communication terminals and wireless interface devices;

6. Information retrieval hardware and software.

Telecom declarations must be issued by local Russian bodies registered with the Ministry of Communications.

Certificates based on single batch testing are valid for 1 year. Certificates approved by product tests and factory quality system audits are valid for 3 years. Certified manufacturers are required to conduct annual mandatory inspections.


GKRCh Radio License

All wireless devices must obtain GKRCh frequency allocation approval prior to certification.

The Ministry of Communications completes application review within three months and designates qualified laboratories for testing, without intervening in the specific test process.

The testing period ranges from several weeks to months, depending on equipment complexity, and is confirmed by agreements between applicants and laboratories. Test fees, regulated by official standards, are paid directly to testing institutions while the ministry charges no administrative fees.

After testing, laboratories submit reports to the ministry and applicants. The final certification decision will be released within three months, with valid terms of 1 or 3 years. The ministry also manages certificate renewal, revocation and restoration services.
