Russian Fire Safety Certification is stipulated in the Russian Federal Law "Fire Safety" implemented on December 21, 1994. The fire safety certificate confirms that specific materials or structures comply with fire safety standards and serves as a prerequisite for obtaining the GOST-R certificate.

Similar to GOST-R and other Russian certification schemes, fire safety certificates are divided into batch certificates and mass production certificates based on annual export volume. A batch certificate is valid only for the specific goods stated in the foreign trade contract. A mass production certificate is valid for 1 to 3 years, allowing unlimited usage of certified products in quantity and delivery times within the validity period.

Scope of Application

The product list for mandatory fire safety certification is specified in Government Decree No. 241 dated March 17, 2009. The certification covers products for industrial, construction and commercial applications, including the following categories:

1. Electrical products (transformers, cables, circuit breakers, heaters, etc.);

2. Heating equipment (gas stoves, barbecues, heating appliances, etc.);

3. Fire alarm, fire monitoring, fire fighting and protective equipment;

4. Raw and auxiliary materials (PVC boards, decorative panels, thermal insulation materials, plastics, insulating materials, etc.);

5. Construction supplies (fireproof materials, fire doors, fire dampers, cable trays, pipelines, etc.).

Required Documents

1. Application form in English or Russian;

2. Business license;

3. Management system certificates such as ISO 9001;

4. Product manuals and technical documents;

5. Sample testing report (if required);

6. Product photos;

7. Other supporting documents as required.

Certification Procedures

1. Submit certification application including product name, model, specifications and HS code;

2. Expert review and customized certification plan formulation;

3. Prepare application documents under the guidance of certified engineers;

4. Factory audit and sample testing (as required by the certification scheme);

5. Institutional review of enterprise qualifications and submitted documents, followed by draft certificate issuance;

6. Issue official certificate in electronic and original hard copy versions.
