EN 1090 is the harmonized standard for steel structures under the EU Construction Products Regulation (CPR, Regulation (EU) No 305/2011). Implemented on September 1, 2012, it became fully mandatory on July 1, 2014, with all former standards withdrawn. The EU stipulates that all steel structures placed on the EU market after July 1, 2014 must hold a valid EN 1090 certificate for legal sales.

Key Points of EN 1090 Certification
EN 1090 certification audits the quality management system of steel structure manufacturers, focusing on overall quality control capabilities, including welder qualifications, material certificates, quality documents, welding system establishment and product testing.
Core certification requirements:
a. Establish Factory Production Control (FPC) system; Refer to EN 1090-1, 6.3, P19;
b. Select execution class EXC 1~4; Refer to EN 1090-2, A.3, P 107;
c. Verify material certificates; Refer to EN 1090-2, 5, P25
d. Set up formal welding quality system; Refer to EN 1090-1, Table B.1, P26;
e. Define and verify product performance characteristics; Refer to EN 1090-1, ZA.1, P30;
f. Issue Declaration of Performance and affix CE marking.
FPC Audit Key Points
1. General requirements: Build factory control system based on ISO 9001 to ensure product performance complies with manufacturer declarations. The FPC system shall include procedure documents, inspection specifications, product testing, sampling and verification records, production process documents and flow charts.
2. Personnel: EU qualified certificates for welders and welding operators.
3. Equipment: Calibration and metrological control of weighing, inspection and testing equipment via controlled procedure documents.
4. Structural design & process: Assessment of design calculations in compliance with European standards.
5. Raw materials: Valid material documents such as 3.1 certificates, in-house 2.2 documents or third-party 3.2 certificates.
6. Material specification management: Define basic performance requirements, verification rules and complete records.
7. Final product inspection and supervision.
8. Control procedures for non-conforming products.
9. Conduct Initial Type Testing (ITT) in-house or by authorized third-party laboratories.
10. Welding system qualification: WPQR / WPAR, base material management, execution class matching and relevant standards; provide welder operation manuals and related files.
