Belarus Exemption Letter CIS National Certification

If your products are not covered by the mandatory requirements of EAEU TR CU technical regulations and need to be exported to Belarus, an exemption letter shall be submitted to local commercial departments or customs.

The exemption letter is issued by authorized Belarusian certification bodies for customs clearance. It certifies that the product is not included in the mandatory EAEU certification list and complies with local import regulations, allowing smooth entry into Belarus. Customs officers often require this official confirmation for products with unclear classification. For simple goods, customs may waive the document with no unified standard.

The exemption letter is valid for a single contract. Applicants need to provide the trade contract and proforma invoice during application.

Example: high-voltage electrical equipment above 1KV and other specific products.
