Introduction to Customs Union / Eurasian Union The Customs Union was established on October 6, 2007, with member states including Belarus, Kazakhstan and Russia. The Customs Union Council is the highest authority composed of heads of state and government. Two new members have joined the Customs Union CU-TR certification system, making a total of five countries: Armenia, Kyrgyzstan, Russia, Belarus and Kazakhstan. Main customs regulations of the Customs Union: On November 27, 2009, the heads of Russia, Belarus and Kazakhstan jointly signed 9 documents including the Customs Union Customs Code. Russia has replaced the original Customs Code with the newly revised version. The relevant provisions are basically consistent with the WTO Customs Valuation Agreement.
Customs Union Market Access Requirements
Full name: State Registration Certificate within the Territory of the Customs Union, abbreviated as SR-CU. Since July 1, 2010, with the establishment of the Customs Union (Russia, Kazakhstan, Belarus), the sanitary certificate (sanitary-epidemiological conclusion) has been uniformly replaced by the Customs Union State Registration Certificate.

Scope of Application: All regions of the five member states (Russia, Kazakhstan, Belarus, Armenia, Kyrgyzstan)
Applicant: All types of enterprises
Issuing Authorities: Ministry of Health of Russia, Kazakhstan, Belarus, Armenia and Kyrgyzstan
Product List Regulated by SR-CU (Effective July 1, 2010)
1. Mineral water, drinking water packaging materials, tonics (for children’s food);
2. Nutritional supplements, products for pregnant and lactating women, medical and preventive food, professional sports food, bioactive food additives;
3. Disinfectants and disinfection products for daily use, medical and preventive institutions (excluding veterinary use);
4. Chemical products, chemicals, chemical additives, etc.;
5. Potentially hazardous chemical substances and biological products;
6. Materials, equipment and devices for drinking water systems;
7. Personal hygiene products for adults and children, sanitary ware, children’s food supplies, children’s health products, children’s clothing;
8. Products and facilities with sanitary control requirements.
Certification Cycle: 1-2 months for industrial chemicals, 3-4 months for other products.

1. MSDS (Material Safety Data Sheet) in English or Russian;

3. Business license, organization code certificate, production license (notarized by the Russian Embassy in China);
4. Russian product manual;
5. Quality management system certificates (HACCP, BRC, ISO 22716, ISO 22000, GMP, FAMI QS);
6. Manufacturer’s declaration on biocompatibility, GMO, nanomaterials, hormones and pesticide residues;
7. Russian outer packaging label (mandatory);
8. Trademark registration certificate (optional);
9. Original or copy of approval documents for bioactive additives;
10. Toxicological analysis report;
