Gas Equipment EAC Certification | Customs Union Certification
Gas appliances exported to the Eurasian Economic Union, including Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan, are required to complete mandatory EAC certification in accordance with TR CU 016/2011, the technical regulation on the safety of gas equipment.
Two Types of Gas Equipment EAC Certification by Risk Level
EAC Declaration of Conformity (Module 1D, 2D, 3D, 4D, 5D, 6D)
EAC Certificate of Conformity (Module 1C, 2C, 3C, 4C, 9C)
The EAC Certificate of Conformity requires sample testing, factory audit and annual surveillance audit.
For the 1D declaration module, assessment can be conducted based on existing test reports without additional sample delivery. Other declaration modules require product testing. Factory audit is only required for the first application under Module 6D, with no annual supervision.

Mandatory Documents for TR CU 016/2011 Application
1. Application form;
2. Product introduction, user manual and technical specification;
3. Existing certificates and test reports such as CE;
4. ISO9001 quality management system certificate;
5. Product photos and packaging photos;
6. EAEU local representative information (local agent service is available).
Difference Between EAC Certificate (COC) and EAC Declaration (DOC)
Both EAC certificates and declarations are legally valid. Each technical regulation defines the applicable certification mode according to product risk. High-risk gas equipment adopts the strict EAC certificate certification, while low-risk products apply for the EAC declaration. Both documents need official registration by authorized bodies, proving compliance with EAEU regulations for legal sales and free circulation across all union member states.
