TR CU 009/2011 Customs Union Technical Regulation stipulates the safety requirements for perfumes and cosmetics packaged for consumption and distribution within the EAEU. TR CU 009/2011 ensures the unified implementation of safety regulations for perfumes and cosmetics across the Customs Union territory, facilitating the free circulation of goods.

Effective Date: July 1, 2012
Perfumes and cosmetics can only be placed on the market of Russia and EAEU member states after conformity assessment.
This regulation covers all perfumes and cosmetics circulated within the EAEU customs territory. It excludes products for oral intake, inhalation, injection or implantation, tattoo products, and medical diagnostic & treatment supplies.
TR CU 009/2011 Certification Process
Submit official documents in Russian or official languages of Customs Union member states, including product descriptions, user manuals, labels, test reports, technical data sheets, ingredient lists and ISO9001 certificates. The electronic EAC certificate will be issued within 3-4 weeks after document review and required tests.
