Used Vehicle SBKTS Certification Customs Union Certification

The Customs Union Vehicle Structural Safety Certificate (SBKTS) is issued in accordance with TP TC 018/2011, which specifies unified safety requirements for wheeled vehicles.

All used wheeled vehicles imported to Russia, Belarus, Armenia, Kazakhstan and Kyrgyzstan must obtain an SBKTS certificate. It is a temporary certification scheme specifically for used vehicles, with one certificate issued for each single vehicle.

1. Used vehicle certification;

3. Import of new vehicles produced for more than 3 years and used vehicles.

Applicable Vehicle Types: All vehicle categories, including M1, M2, M3, N1, N2, N3, O and L classes.

Scope of Temporary Certification

1. For new vehicles produced within 3 years: imported only under individual name, requiring the importer’s passport and relevant personal documents;

2. For vehicles produced over 3 years or used vehicles: allowed for corporate import, requiring company registration documents and enterprise information.

Applicable Regulation: TP TC 018/2011, the technical regulation on the safety of wheeled vehicles, governing temporary import and certification of new & used vehicles in the Customs Union.

Certification Cycle: The electronic certificate will be issued within 2–3 weeks after document submission, contract signing and deposit payment; the original hard copy will be delivered to China in about 2 weeks upon final payment.

Required Documents: Application form, Russian version of vehicle manual, overall vehicle photos, VIN code location photos, nameplate photos and detailed component photos.

Processing Period: 2–3 weeks.

Member States: Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan.

How to Apply for SBKTS

Applicants shall fill in the official application form and submit complete supporting documents. A separate SBKTS certificate is mandatory for each vehicle to prove compliance with Customs Union technical regulations.

Eligible Vehicles for SBKTS

SBKTS covers automobiles, trucks, buses, motorcycles, ATVs, engineering vehicles, cranes and other mobile equipment eligible for import and circulation within Customs Union member states.

• Buses, trucks and trailers (M2, M3, N2, N3, O categories)

• Motorcycles, passenger cars and light trucks under 3.5 tons (L, M1, N1 categories)
